Allow citizens to ticket cops for driving like assholes.

A stratified driver's license system based on vehicle weight and performance (power, etc). Retest everyone periodically based on certain parameters (like number of tickets, or age).

@BroncoMech: I love this. I have fantasized for years about mounting a paint ball gun in my grille for just such occasions where I want to tag someone for driving like an asshat. Your enhancement of that idea is brilliant.
