If he wasn't playing Brave New World, than yeah. Fortunately (well, UNfortunately for him), BNW completely reworked the Cultural victory conditions. Instead of spamming culture and hoping no one attacks you, civs now have to spread their works of art across the map to make their cultural works the dominant influence…
