For bits Twitch takes a cut when you buy them but the bits you donate all go to the streamer. For pure donations they do not take anything but I assume the streamer will have to pay a fee to paypal.

Bits all go to the streamer. You have to pay a fee in order to buy them or watch ads to earn them. You can also donate directly to streamers and it doesn’t cost you anything other than the donation but then you wouldn’t get these emotes.
