It will be happening here, in the US, before long.  We will be moving from fuel taxation to road use taxation at some point with electrics.  The only way to determine that is to actively track the vehicles.  I think a couple of states are already doing this on an experimental basis.

IMO MLB needs to seriously go international. They should at least start creating 1 or 2 national teams for different countries. Japan, Korea, Cuba, Mexico, several European countries, etc., etc., would be excellent locations from a talent perspective (of course Cuba has several economic and political issues).
