Unfortunately, there are HOAs out there that do require it to be green. The only exception being when the water utility/local municipality issues watering restrictions.

It will never stop until states and municipalities stop relying on traffic fines as a source of revenue. If it were truly about safety, the revenue would be going 100% towards safe driving programs and police training.
