I’d rather pay more for a manual than be punished for it. Most of the few remaining manual options these days are only for the base motor or models with no options.

Short answer? No. Long answer, from what I understand the vast Vast VAST majority of software in Russia is pirated. That and China are 2 of the biggest markets for pirated copies of Windows, Office, Photoshop ect. And the governments there tend to turn a blind eye. 

So will this make ANY difference as to how the majority of the citizens of Russia get their software currently?
