It's more of a matter of perception. No, 400$ isn't chump change. But when the competition is basically offering the same thing for 1/4 more it starts looking much better in terms of value.

Bungie has been pretty good with AI in Halo. The units do flank and attempt to out maneuver you on Legendary.

If it's one Developer to produce good shooter AI I'd say it's Bungie.

Azure or any other cloud based service is not platform specific. Processing done on a cloud or any other web based service is hardware neutral.
