@gallahad: You are right, but this only serves to help the driver, as the detected speed can only be less than the actual speed if you measure at an angle. So cops try to get you head on to get the best chance of an accurate reading.

What if you do report the photographer, and the police do show up to question the individual? Is he going to be stupid enough to say "You sneaky American devils, you caught me! Ha ha, I brought my own handcuffs in case this happened!"
