You can do what you need in Paint before PS even finishes loading.

When I want to open image files on a work computer, it defaults to Paint 3D, which not only has to load the application, but then has to start a “project”. I mean, jumpin jesus on a pogostick, I want to look at a goddamn photo from an email, not airbrush a centerfold.
