"If you can't help doing stupid things when you're drunk..." Like forcing yourself sexually on people who aren't interested? Why aren't there public officials telling men not to drink, lest the alcohol turn them into annoying — or much worse — sexual pests?

Yeah, except any advice telling a women how to protect herself is bullshit for several reasons. One of which is the inherent randomness of trying to prevent your own rape.
