Needs to be? There are transgendered people who do not undergo hormone therapy. You can’t get between them and thier doctor and mandate a medication regimen.

Not every transitioning person undergoes hormone therapy. There’s no law or rule that says you must take 250mg of Test Propionate a week to be eligible for trans status.

Why would the treatment have to be false? You could have genuine MtF transitions that still have a significant advantage in quick muscle fibers, recovery rates, and overall strength. Anti-t therapy could also be adjusted to meet an athlete’s goals.

I don’t think the motivations matter. The results will be the same over time. The more trans females in female sports, the less competitive birth females will be.
