Go to Pennsylvania, find a narrow 2 lane road up and down a steep mountain - the kind that has 7-8% downgrades for a couple of miles (like the approach to Scranton) and a 35mph speed limit. Even a lard bucket like me was able to hit 55 mph (timed by our support truck).

That's my point. If they've always fudged the stats downward, you can still get a (semi) valid trend by comparing year to year.

But you're assuming they didn't fudge the 1990 stats, only the current ones.
