He's saying car dealers would claim that they're "losing money" on the car they sell you, and that they "make up for it in volume," in order to make you think they're giving you a great deal.
If they do the same thing, then why bother forcing cigarette companies to use the pictures? A warning label informs you. A picture of rotten teeth just grosses you out and repulses you. Companies shouldn't be forced to put disgusting pictures all over their products.

I've always noticed that with Bethesda games. The NPCs are all very stiff, and aren't very responsive to getting shot, or hit with an axe. It especially bothered me in Fallout 3, being used to animations in first person shooters.
Well that's why children aren't allowed to buy cigarettes... and that's why we have an education system that informs children about the dangers of drugs and alcohol at an early age. (Not that there aren't problems with the severity of the information provided in classes like those as well.)

A company should not be forced to advertise against its own product. Warning labels should be required. Company's should have to inform consumers of the potential risks of using their products. Forcing them to put 'disgusting images' on their own packaging is pretty ridiculous.
