Theres just not a lot of female fighters in the series to pull from. 21 is new to this game and 18 is a fan favorite but thats about it. Chichi stopped fighting in Dragon Ball and there were no more female fighters (outside 18) until Pan who is only like 4 at the very end of Z. Super added some more female fighters…

Broly is not canon. Bardocks movie isnt canon, nor is the what if sequel where he goes back in time and becomes a SSj. The only canon things involving Bardock are the two panels in the Freeza arc of the manga and Dragon Ball Minus a bonus chapter at the end of the Jaco manga.
