Actually, Failure to Cary a License can only result in a fine by itself. If you have a license and its not on you, they can give you another ticket, but they can't arrest you without another reason (I'm sure they could come up with something, but it wouldn't be for forgetting your license).

Or, if the cap is removable (as the one in the picture appears to be) unscrew the cap, open the top, and wash it thoroughly. This is generally a lot easier than making sure no water gets past your finger.

There is a slightly harder patch on top of the Silly Putty. That would distribute the weight more evenly over the silly putty, which should keep that from happening.
