I've never actually had (or known anyone personally who had) a card the charged the card holder. Almost every card (whether debit or credit) I've seen charges the store/shop where the card is used. In the situation where I was charged per swipe, I'm pretty sure I would almost never use the credit/debit card.

I think He was referring to people who go to a larger super market (with credit/debit cards accepted) and use checks.
