Since HCR works different between PvE (stagger) and PvP (flinch) anyways, there’s no reason nerfing one has to nerf the other. Just change the flinching behavior of guardians.

I actually think they should’ve kept the random perks. Added some drops to chase for specific/ideal loadouts. Maybe they should balance them a bit so some aren’t just obviously inferior to others.
