Hitting his brakes then would have put bikes into the rear of the Rover and given the attitude of the group we would have the same chase and thuggishness ensue.
When Mr. Lien bumped the rider, he stopped. If the bikers hadn't menaced him and his family, he likely wouldn't have taken off, running them over.
