Have you been in the countryman? IMO the mini hardtop and clubman have good cargo/passenger space when compared to their exteriors. I figure it would go like this. Ban the sale of new non-autonomous cars, fifteen years later ban their use outright. I don't think this will happen for many many years, but I think it could be done, both logistically and legally.
