Buttons/knobs. The steering wheel area is for things that need either constant use or emergency use during driving. Shift levers, audio volume, cruise control, horn, even wipers for a surprise puddle need to be at the ready and easy to hit.

Knob on dash. It is easier to have a dedicated spot just for lighting. Instead of it occupying the same space as the turn signal, windshield wipers, or cruise control. I am fine with the stalk being used to flash and/or turn on the high beams.
