They're rolling in money because of steam, not DOTA and TF2. Valve takes 1/3 of the money from very game someone sells on Steam. That's where their money comes from. And that money subsidizes their "free" games, which they use to entice people to use Steam.

TF2's model only works because it's subsidized by the 33% cut Valve takes off of every game other developers sell on Steam. Every dev that tries that 'cosmetic only' stuff has problems with it. It just doesn't work unless you're Valve and you're rolling in basically other developers money to subsidize your 'free'…
