They’re certainly responsible for the results of their actions, however, “deserve” is a moral judgement (hence ‘merit’ in your earlier definition). There was no moral judgement here, just a tragic turn of events.
Of course the car owner didn’t deserve to have his car stolen. And the teens didn’t deserve to die as a result of stealing it. They chose to act foolishly and as a result they were tragically killed, but that isn’t a matter of them ‘deserving death’.
