Fewer crimes happen then, but crimes are a MUCH higher percentage of the activity taking place. Which is what matters when making decisions. It’s not that there are more murders at 4am, it is that the percentage of people robbed/raped/murdered is wildly higher.

Except we already have a huge portion of those, they just have different names here, and different thresholds, mainly because this is a larger more diverse country with less a sense of solidarity than somewhere with the population and size of Minnesota.
