I think the key with replay is just only use it is cases where the call was obviously wrong immediately. Have a guy in a booth with a buzzer. Buzz down if the call was wrong and turn back the clock 15 or 30 seconds or whatever. But reviews to see if a play was 1 or 2 frames off-sides are just insane.
