Yeah, he is a little nuts. But solar panels do not work “quite well” when it is cloudy. Typical range is 10-20% of rated output in cloudy conditions. Non tracking panels also do not produce much power when the sun is low on the horizon.

If it’s cloudy, they don’t produce as much, but they still work quite well.
