I do think it’s worth noting that California has been legislating in additional tools to address their problem police officers [1] over the past several years. It is hopefully more relevant that they can now decertify officers [2], than it is that they have officers who are convicted criminals working:

Let’s be very clear, New York Times- racial bias didn’t “seep in” to the criminal justice system. It was very much woven in to the very fabric of the CJ system at the system’s inception. It’s like a recipe for bread- flour is a major ingredient, yes? Well racial bias is the flour.
