I've been in the beta for months, so I can tell you the previous rune system they had was much more interesting and they took the rushed/lazy way out. Plenty of beta testers have posted simple solutions to their supposed reasons for dumbing it down. I didn't even mention the awful skill UI they implemented and…

I'd say cutting PVP and castrating the rune system flies in the face of a "When it's done" release mindset. This is the new ActivisionBlizzard.

Because they can. Gamers have proven they're willing to pay $60 US for PC games, so that's slowly becoming the standard, regardless of game length or distribution method. It's sad.

If they cared about the feedback they would listen to the community outcry over the changed rune system and skill UI. The current skill UI is awful compared to what they had before, but it seems they're rolling with it.

Why wait until then? Just check out the beta forums. Blizzard has compromised on a lot of quality features in order to release the game soon. [us.battle.net]
