If video games fall under “digital entertainment”, why is there a line for “Gaming & Systems”?

There is a Caucus region but there’s no such thing as a pure Caucasian. The people under that classification range from Western and Northern Europe to India.

If they can make more money censoring their games with the consent and help of the artists than they would not doing it and selling to fewer people, why would they choose otherwise?
