It always seems like these government contracts somehow are written so that the contractor has no expectation of performance and the government has no recourse when they fail to perform. 

No, it was designed to be temporary and then was made permanent and the actual upkeep costs were closer to 12million over the term of the contract. I know all this because I read the article.

FYI, this happens ALL the time with many different products, particularly with clothing. Sure, a lot of the extra stuff ends up at Marshall’s, TJ Maxx, etc., and some of it gets donated (like all of those unsold “Superbowl Champions!” t-shirts), but a lot also finds it’s way into landfills.
