That's actually a great point. I don't think the discussion of what potential victims should do is exclusive to rape—people are very interested in how not to get murdered, robbed, etc.—but people are also prudes about (and defensive of) certain kinds of sexual behavior, which can poison the discourse.

I think that's the least generous possible assessment of his remarks and you should at least give him credit for being ignorant of the wider discussion around rape culture. It just doesn't move the conversation forward to scream at people who are trying to help.
And that's just horrible, and I'm so sorry. I think, as you rightly point out, that it's a lot like murder in that there are different kinds of crimes all classified as "rape." I don't mean for an instant to insinuate that rape is anyone's fault but the rapist's.
And of course I agree that after the fact the only good questions are "Can you describe the suspect?" and "Can I get you a cup of coffee?" and "Would you like it if he accidentally fell down the stairs a few times before he came into the station?"
