i'm confused by your latest argument. it seems like apples and oranges to me: methods to extract information/torture versus methods to capture someone. i honestly don't see how dropping someone to the ground for 20 seconds to arrest them is torture/corporal punishment?

You can write a novel about why running naked doesn't harm anyone but it doesn't change the fact that their are laws on the book against public indecency. Further, when you refuse a direct order from an arresting officer you are resisting arrest (welcome to the redundant department of redundancy).
