I believe that button right up there is saying, "If you want to switch to Satellite view, click me!" rather than telling you what mode you are currently in. When you are in map mode, there is no 45' view, so no rotate button. I figured it out by just clicking around a bunch.

You gotta switch to satellite view, then when you zoom past a certain point, it will automagically go into 45' mode. Then the little compass will show up and you can enjoy all the virtual vertigo you like.
