You obviously have never worked in a data center. Storage devices that receive no maintenance on the data (i.e., are not plugged in) lose the data because the bits get cleared as the magnetic charge slowly changes. You have to have it plugged in and the data maintained for anything useful to come of it.
While much of his comment is kind of crazy, you'd be surprised by how much of it is possible, and what the government has done to attempt just that. I interviewed for a position at the new NSA data center here in Utah...yeah, no thanks...healthcare data systems are gubbermenty enough for me.
