His B moves, yes. Same with Ness and Lucas. But Wolf is far more than just those 4 B moves. His entire A button moveset was different than Fox. If there was a piece of equipment that changed his A button moves into Wolf's, then awesome! He's in the game. Unfortunately, I don't think that's gonna happen.

His appearance absolutely is a cop out. He's just a recolor with no distinguishable differences. But he may have enough gameplay changes to make him worthwhile. It doesn't LOOK like it, but he might be.
Many people, including me, play with no items at all, so I understand that feeling. It does seem like a waste, but maybe there are subtleties that make the characters different. I was garbage with Mario in Melee, but Doc was one of my mains. We'll just have to see.
The major difference with the 3 clones (Doc, Dark Pit, and Lucina) is that they have a different final smash. All the other skins, such as Alph, have the same final smash. So in a way, they're just slightly upgraded skins.
DLC is still a possibility, especially after how successful the Mario Kart DLC has already been.
It seems that the clones are basically the original character, but have unique final Smashes. If they are exactly the same, they get a skin. So think of Dark Pit, Doc, and Lucina as "upgraded" skins that got their own final smash.
