That’s rather cynical considering how he got the money and what his ambitions have led to so far.
It’s a figure of speech. Like saying “that’s tight”, even though the matter of tightness isn’t relevant, because all you’re saying is that you’re fond of something. And also it would have to be the 90's for you to say that.
