You are missing the point, twitch has for years simply muted the part of the vod that had copyrighted music, and at no point did they tell streamers that this could be coming. Also streamers were given only two days to download and archive every single thing that they did, which is absurdly unreasonable.

Streamers were given a few days to download up 10 years worth of videos. Those that didn’t have the time or resources to pull that off simply had to delete everything they ever did, or risk losing their career because they played 30 seconds of a song 5 years ago.

A computer that can run this and other new games on top quality is a lot more expensive than the standard internet connection that is needed to use Stadia.
