Yep. I would say that if the vent fan is functioning and you use it, and you clean regularly, yet it keeps coming back, that the landlord would probably have some responsibility. Laws vary from state to state though. And it never hurts to ask!! Good luck with your black stuff!

If you have hard water stains, there is nothing I know aside from CLR that will get that crap off. Have you tried a good old fashioned scrubbing with a textured pad or some steel wool?
