It's virtually impossible for a person to sign up for benefits for a person other than themselves as a way to scam the system. Even knowing the persons social security number would not be enough to sign up for benefits for that person. I know this because I worked for social services straight out of college.

You don't have to have government issued ID to receive several types of public assistance in the US. Not sure where you got that from.
