Oh, I agree with you. I actually think it sucks when police get victim-blameish on other crimes, too. A few years ago my friend's car was stolen and she got chided about parking it on the street and leaving a gym bag in plain view.

So messy. As someone who has been privy to three different false accusation scenarios (long story, but all 3 were confirmed false, one of the incidents had multiple witnesses), 2 of which involved alcohol, my view on this subject has become much more complicated.

There is a big difference between being drunk and being incapacitated. I find the second bullet point vague and problematic. It seems like it would be very messy to deploy this in the context of a legal accusation.

Your intentions are good, but we need to be careful here. Travel literature, for example, is full of advice on how to prevent theft by not flashing cash or wearing expensive jewelry, wearing a hidden valuables belt, etc. If your home is broken into with unsecured locks/windows, cops will bring that up for sure.
