You get 32 characters when you complete the tutorial or pay $40 which is how much the original OW cost. You can jump between a DPS or a support or tank still. This isn’t preventing this it’s just providing a way for new players to ease into the game and try it out. 

It would come out of the box for $40. This stuff? Also $40. You’re complaining that they have free onboarding for people who are new and don’t know if they’ll be into Overwatch or not. If you like OW and want to jump right into its sequel it costs the same as the price of the first game - less if we consider inflation.

$40 is still less than $60 (or $70 as is becoming more common.) So this seems like a decent balance between new players (who should go through this) and returning players (who know they like Overwatch already and know how to play) can pay the money.
