Possible, but then Manhunt 2's PC version is also on the banned list, despite having Rockstar behind it, and the violence somehow worthy of an AO rating at first doesn’t even look very good in that, even without the crappy filters they had to put over it to bring it down to M.
The fighting games are easy, they tend not to involve gratuitous violence in school settings. It could be the implied age, but then you can just use the fighting game example again, since most of the big names’ females look half their supposed age in every way.

There’s just a little bit of irony in the fact that you rank Fallout 4 at the bottom, but your favorite quest in 3 is the one that pretty much foreshadows its entire story.
