Well the thing was, much of that was overblown. Dredd was a very troubled production, with the director essentially getting ousted and the writer being brought in to help with editing the final film. That caused a pretty long delay. On the other hand, The Raid was a pretty smooth production by comparison.
You probably don't realize that DREDD was actually filmed BEFORE The Raid (by almost a year), but released after. The similarity in plot is completely coincidental.
