I think it's because he's not always an asshole. Like at his core he really wants people to succeed and sees potential in them and wants to bring it out. He doesn't do things out of spite, he does them out of trying to make people better cooks. (Yes I bought the reality show shtick but I DON'T CARE).

I'm probably being naive, but I seriously feel like Ramsay isn't actually an asshole. (I haven't seen this show, but I've seen him interact with his own kids on TV—he seems like a genuinely great dad.)

Making the occurrences in the legal system public knowledge is important to the legitimacy of the system. The accused cannot adequately defend themselves unless they can do so in public, and the state can't overstep their bounds if everyone knows who is involved.
