In this case, it's a Florida thing. You can look up anyone who is arrested in Florida and get a bunch of information, including their mugshot and charges. This is part of the reason why there are so many "crazy" stories from Florida - All of the information is publicly available.

Making the occurrences in the legal system public knowledge is important to the legitimacy of the system. The accused cannot adequately defend themselves unless they can do so in public, and the state can't overstep their bounds if everyone knows who is involved.
