Same thing happens on Wall Street on even the Big 4 accounting firms. Hire ass few people as possible to do the work. Then when someone quits, they know someone else will take on the extra work.

It certainly lead to high burnout. Those who manage to make it through make pretty good money. Although, the money on Wall Street today is nowhere near as good as it was in the 70's-90's. Less so the early 2000's.
