Yes, the iPhone 4S gets the turn-by-turn, the same way that the iPad 3 will get Siri and the others won't. Would you rather be stuck on iOS 5 with none of the new features or iOS 6 with most of the new features? Outside of buying a new phone, those are your options. That's just how tech works.
