I am told that in Austria, they register them as tractors to get them on the street. You can get these registered in Arizona pretty easily as well as side-by-sides, dune buggies...

I see this as being redundant and possibly detrimental to certain people.

First of all, neither gas stations or their attendants purposely support illegal activities or vehicles, they simply sell gas to customers. It is the customer's responsibility to use it correctly.
