Umm pretty sure the US tried something similar to this already. Was called Clear or something like that. You basically paid for a pre-screening and were given a pass so that you could avoid lengthly checkpoints. Pretty sure it was discontinued.

Verizon Wireless being the strictest when it comes to what is on their phones when they are released maks me wonder how they feel about this. Makes me think HTC will say yes we unlock the boot loaders but Verizon turns around and tells them we only want phones with locked boot loaders.

I had this problem when I booted up, first tried reinstall finally saw the fix above for win 7 x64. Worked no more skype issue also the world did not end and the sky did not fall. Was without skype maybe an hour or two which was really just a break from everyone sending me msgs.
