The number I found for Monaco was 12 (the lowest of the season), so even there there was some overtaking.
Off by a couple orders of magnitude there. There were 1139 overtakes this season.

Yeah, there isn't much in the way of customization. In the races, you can't tune your car, and the only option is to choose from the colour schemes they have. In the test sessions there is tuning, but I think that's the only place. The game is actually in open beta, and the mods online say there is still lots to come.…
