Neutral: Yes, it can be good for GM if it can finally break down the walls of the bureaucracy and lead to a reorganization and streamlining of the corporate structure. The corporate structure that was developed when GM had 40% marketshare is no longer appropriate in the era of 18% marketshare.

The interesting thing is that GM V8's typically get much better MPG and lower emissions than many other supposedly much higher tech, higher specific output engines.
